There are "good-willing people", - tempting proposals appear
In the autumn of 1999, the General Shareholders' Meeting of BIR decided to raise
the share capital from ROL 200 billion to ROL 400 billion, by giving up the
statutory provision limiting the ownership to no more than 10% of shareholding
by a single shareholder.
In April 2000, Nicolae Măzgăreanu, president of the Romanian Mail Company -
(shareholder of BIR with 1,13%, according to the famous algorithm from the time
of the Democratic Convention, the Romanian Mail is in the PNL branch),
proposes to the BIR leadership that the increase of the bank's social capital, which
had been approved by the GMS in the autumn of 1999, to be carried out by the
Romanian Mail Company, which will take control of BIR by owning over 51%
of the capital.
Nicolae Măzgăreanu delegates his chief executive director, Cristian Tarara, to
deal with the BIR leadership, which has shown its reluctance to such an idea.
Cristan Tarara comes, to meet the bank leadership, accompanied by Vlad
Moisescu, who presents himself as "the personal counselor of Valeriu Stoica,
Minister of State - Minister of Justice and First Vice-President of PNL".
In essence, the two state that the Communications Department is included in the
"PNL fief" according to the algorithm and that the control over BIR is wanted
because its penetration possibilities in all environments, especially in rural areas,
make BIR to become the bank of the "strongest party." In different meetings, to
the president of BIR is made the proposal to become a member of the Parliament.
The two (VM and CT) present to the BIR management a certain Adrian Boboc,
as a "business financier." Initially, he said he would provide the financing for
including in the capital the Romanian Mail, that was to be owned by 9 companies,
with sources in Cyprus. Then the above-mentioned person comes back, claiming
that the money will come from Belgium from a group for which he, AB, would
concede golden lands in Transylvania.
It is important and necessary to mention that, during its existence, the BIR did
not support with any money, any political party.
As for the proposals made for the bank to be taken over by a party (PNL), the
leadership of the BIR showed a total reservation to the idea, delayed the talks,
and then gave up the contacts with the two PNL messengers.
After this episode, Mrs. Adina Bogza (wife of Deputy Governor BNR Mihai
Bogza), together with Nicolae Mihalache, his associate, a former bank worker at
